Sir,
I have the honour to transmit a copy of a
letter which I addressed to the High Commissioner of the Malay States on the subject of the transfer of Mr. A. Dyer Ball to the Hongkong Service, and a copy of Sir Arthur Young's reply.

It is not possible to spare a Hongkong Cadet
of the same year as Mr. Ball in exchange for him, as the Service is somewhat shorthanded as it is, but I am prepared to accept the conditions suggested by Sir Arthur Young.
3.
Mr. Ball has passed his examinations with great credit, and I would ask for your approval of his transfer on such a date as may be convenient to the Government of the Federated Malay States,
